1.3 is delayed to Godot 3.1 version

Sorry for long time of silence, I planned to release next version as soon as possible, but for this version I wanted to push it to stable 3.1 and open-source on Github so everybody could contribute to this project. Unfortunately Godot is still at Beta stage, but RC will be soon.  Stay tuned..
